As Anthea mentioned, some people provide huge quantities of bread. When I 
visited Mill Park lakes last year, every couple of hours a man would appear 
with a sack of bread, which he would distribute as he strode purposefully among 
the awaiting coots and mynas.

I wonder whether this man alone provided more than all the casual feeders put 
together, and whether it would be far more efficient to investigate his 
activities than to target passers by.  Unfortunately, I'm guessing that if you 
tried to stop the feeding, this type of person would be likely to try the 
hardest to continue.
