Hello,
if you are looking at the possibilities of a rare bird alert system,
consider looking at the Dutch system: http://www.dutchbirdalerts.nl/
While the options of what is possible in a densely populated country
like Holland probably differ from what's available in Australia for
direct messaging of rare birds, the website could be usefull for all
those with internet access.
Personally I am subscribed to the system and whenever a rare bird report
is sent by email, I get a push mail on my cellphone, notifying me of the
bird, but other , less direct, options are also possible.
(Please note that I am in no way affiliated with the Dutch system, I am
just a user).
Good birding,

Laurie,
I think there would be a problem with a pager system such as this. I
think, and would be happy to be corrected, that Telstra, in their
wisdom, axed their pager service some years ago. The only pager
systems in Australia now are private local and private area networks.
The LAN's are generally restricted to sites such as hospitals, while
the WANs are used by emergency services, usually by piggy-bqcking the
signal on the various emergency service radio networks.
I think Telstra dropped the pager service because they regarded the
mobile 'phone service as more "efficient" or perhaps that was more
profitable.
There is no reason why a such a service could not be based on text
messages to mobiles though.
Cheers,

http://www.birdforum.net/sightingsmap.php is an example of what can
be developed when there is a critical density of twitchers in a region.
Interestingly the categories are uncommon, scarcity, rarity and
mega-rarity. The current map shows 4 mega-rarities, which may
indicate that the scale might need to be re-calibrated.
Regards, Laurie.
