Why is it going to take them over a year to twitch every species in the
world?

They clearly need to recruit Dools to help them with the Night Parrot...

Even if the machine is made on time, has the capability as stated (wished 
for), when will the consensus be achieved on which species are which (or 
not) and what name to call them?
