Below is Stephen Debus' comment on the report of a Black Falcon hovering.

Hi Greg,

I've seen the pair of Blacks in the Capertee Valley (last October)
and they were reported breeding one year, but I've never known one to
hover (and wouldn't expect to) whereas Brown Falcons do hover.  So,
there are Blacks in the Capertee but I can't comment on the sighting
in question without further information; I'd need to know what the
bird's non-hovering flight was like, and any morphological details
like leg length and the nature of wing/tail barring.  No-one's
infallible, and a lot depends on the quality of the viewing conditions.
