The place where it was seen certainly doesn't fit Tawny Grassbird either. 

There is a bit of colouration detectable in the vent and it is definitely a 
young bird (yellowish gape). My initial impression was a Jacky Winter but 
without any streaked underparts on a young bird it is unllikely to be this. The 
tail is quite long and narrow and their is a faint supercilium.

Rufous Songlarks are common around Quirindi and that's where my money is.

To me the bird looks like a juv. Rufous Songlark (juv. because there seems to 
be a lot of yellowish in the gape area)

Tail shape doesn't fit to Tawny Grassbird; head shape, bill shape, lack of 
moustache pattern and lack of white/translucent outer rectrices don't fit to 
pipits.
