If anyone's interested,

shows the British Ornithologists' Union's taxonomic committee's latest thinking 
on Herring-type gulls, published only a few months ago.  In short, they treat 
both Mongolian (mongolicus) and Vega (vegae) gulls as subspecies of the 
American Herring Gull, Larus smithsonianus.
