I have received the following from George Swann,

Mike,
The pipit can be found at the "woolies wetland", a name local birders use to identify the site. Basically it is an area between Woolworth's store/supermarket and the BRACS Centre (Broome Regional and Aquatics Centre). The entrance is close to the Fire Station on Frederick St and past the Boulevard shopping centre turn off when driving from China Town to Cable Beach. The site includes a new yet unfinished football oval with huge lights which you can't miss and an area of rough grass and irrigation pipes surrounded by a sheep wire and star dropper fence. So the whole site is situated between the swimming pool and the Boulevard shopping centre. There are at least 80 to 100 Yellow Wagtails here, 20 plus Richard's Pipits plus loads of other stuff including a Snipe, Swinhoe's or Pintail sp. Visitors need to be aware that recycled water (sewage) is being used to irrigate this site and comes on unannounced so beware! The bird can be found at both the rough grass site or the actual oval. It, Wagtails and Richard's Pipits are feeding on insects and larvae attracted to a common introduced weed called Giant Pigweed Trianthema portulacastrum. Broome Birders are happy to help birders to find this bird, FOC (free of charge) given time and availability, you can contact George Swann, Adrian Boyle or Chris Hassle for help or advice.

Just like the first record, which was on the main Broome oval not 5 km from this site in January 1992, see Carter, M. (1997) 'Red-throated Pipit Anthus cervinus in Australia', Australian Bird Watcher 17, 3-10, contrary to most literature, this bird is not heavily streaked on the rump.
