Hi Peter,

Some male House Sparrows have a clearly defined collar too, so it's not
really a mix-up, though possibly an omission from the Tree Sparrow image in
Pizzey.  I don't know enough about Tree Sparrows to comment really.  I do
know that the ear coverts (the spots) are the best diagnostic feature for
Tree Sparrow.
