This is mainly for the birding-aus archives but also for list members
information.
It is an issue related to the destruction of birds in Victoria (not my
area of expertise). A colleague of mine (Ian Temby) has kindly provided
the following information. The information is based on that found in the
Victorian Wildlife Act 1975.

As discussed, the default position for all native birds in Victoria is
that they are protected.
Three species of cockatoos, the Long-billed Corella, Sulphur-crested
Cockatoo and Galah, are declared unprotected throughout the state, subject
to certain conditions and restrictions. This means that certain classes
of people can destroy these species when they are causing certain kinds of
damage, by shooting or by trapping and gassing (further details available
from the DSE website - search for 'cockatoos').
Many other species of birds can be destroyed under permit to protect crops
or property. These permits usually apply to a specified private property,
are for a specific number of birds of the nominated species, over a
defined period.
DSE's consistent message is that non-lethal options (scaring, exclusion)
should be employed or considered, before resorting to lethal control, and
that lethal control should generally only be used to supplement a scaring
strategy.
