I beg to differ - Western philosophy accepts it so long as it is well
disguised - others are more open! How many "pork barrel" schemes are rolled
out every year in Aus and the US (and probably other places) each year - not
bribery or corruption but just targetted spending of Govt funds....

Of course it can be used to advantage if you could, say, save a
bird-filled
forests from clear-felling by bribing Governments, and presumably that is
what the $200,000,000 will be used for.
