Hi Andrew,

I think perhaps what is happening with many of these empty emails is that they are being sent as HTML formatted text. The HTML content is appended to an otherwise empty email as an attachment, and this attachment is stripped by the mail server in accordance with list policy item (4) which states that no attachments are to be sent to the list:

It is possible to configure hotmail and other email clients to send plain-text email as detailed on the following webpage:
