Osprey in Narrogin?

Hi all

I'm currently living in Narrogin (Wheatbelt SW Australia) and in the past week
I've seen this raptor 3 times.

Every time I've seen it it has immediately struck me as being an Osprey.  The
first time I saw it I was able to see the large white patches on the wings and
thought perhaps it was a (toy) kite and not a bird at all.  But since then
I've seen it twice more soaring higher up.  Or at least, the shape and habit
of it makes me believe it's the same bird.

When soaring it has the wing shape of an Osprey too. I'm trying to think of
what this could possibly be.  Is it at all possible that an Osprey would make
it to Narrogin?  There are no major rivers or water bodies for miles.

I am truly stumped.
