Hi Simon, Sorry you are disappointed, however Hawkesbury Council spoke with the 
people at Werribee and Werribee acknowledged that there is a risk which they 
are prepared to take. Hawkesbury Council are not and I don't blame them as 
according to there legal advice the manager of the plant can be held personally 
responsible for any claims that may present.
