Mick,

This story is consistent with Melbourne sources - the real reason was that
the windfarm is in a marginal seat with a number of prominent NIMBY's
(presumably local Liberal Party members with candidate selection power)
kicking up a fuss on visual aesthestic grounds.

The reality is that the OBPs were never likely to be hit by windmill rotors.
It was a political (in the meanest way) furphy.
