Hi Evan. Drive there? You sure can. It all depends how long you're willing to drive :-)

the Western Treatment Plant is near Werribee, between Geelong and Melbourne. You need a permit, which you can pick up from an office in Melbourne on weekdays, or you can send in a form via snail mail.
