Where would you draw the line? Embassy, consulate, trade mission, ....

The ABA does not recognise off shore Islands so Hawaii birds are not in the
ABA list. By ABA rules Lord Howe Island and Christmas Island would not count
for Aus list, let alone Embassies.

various reasons) who tells me that this issue has been raised at the
ABA (the American Birders Association) and officially rejected there.
