 The Black-necked Stork would have to be a contender
for the quietest as it is virtually silent except for the occasional bill
clap.  It does have a low guttural sound which can be heard at some 
distance but I have only heard it uttered 3 times. 
  
Of birds that do regularly make audible sounds I
would nominate the Grey Grass-wren, having observed and photographed them
recently near Sturt National Park, as the quietest.  I could just hear
their subdued contact call in the lignum.  It was so quiet that other
people present were beginning to wonder whether I was imagining it!
