King or Rough-faced Shag in NZ

A question to our NZ friends.
Is there anywhere that one has a good chance of seeing King or Rough-faced Shag, Palacrocorax carunculatus, from the mainland with a telescope. 
I'll be in the north of the South Island in the second week of Sept, and it's too early for the Trip Boats to be running then.
Are there likely to be any problems of access to areas in the Alps at that time, such a Homer Tunnel and the parking areas for the Franz Josef Glacier?
