The official version is simply that they were aviary escapes.
there is another version that I have by word of mouth  I cannot vouch for
it, but it sounds likely.

A woman who kept a number of Spotted Turtle Doves was about to leave town.
She could not find anyone who wanted them, and telephoned several
authorities (RSPCA, Parks and Wildlife) for help.  All answered correctly
that it was not their problem.  Being either too mean or too sentimental to
have them put down she released them, and they thrived.

There may have been several releases, or escapes.
