Thank you to all those who replied to my posting.  There were too many to
reply to privately so I ask Russell's indulgence in using Birding-aus to
reply to all of you.

Those who were having problems used several ISPs - not just Telstra as I
surmised.  I complained to my ISP and received the answer, " The problem
must be at the other end as there is nothing wrong with our system."  This
is the answer I expected.  I then contacted Vicnet and had a chat with them.
They were helpful but could not suggest anything that would explain the
problem.

Surprise, surprise.  Since I complained to my ISP the problem has not
occurred again even though "  ..there is nothing wrong with our system."

I guess the answer is to contact your ISP, explain the problem and complain
like hell.
