Pied heron

The bird is indisputably a juv Pied Heron. Reasons: long yellow bill; dark lores with white iris, yellow legs, slim build. All the above rule out White-necked Heron... the white line on the carpal joint is very fine and nothing like the comparative "beacon" of a White-necked anyway.
