Probably not incompetant as overly restricting.

The URL for the archives is:
  http://menura.cse.unsw.edu.au:1080/cgi-bin/wilma/birding-aus

The most likely problem is your "firewall" doesn't allow access
to port 1080 - port 80 is the usual port for HTTP traffic.
There is a small chance that they may be blocking "cgi-bin", but
this would also break a lot of web sites.
