G'day all
The answer is no, but both are declared pests.

The Looksmart Search Engine at http://www.looksmart.com.au/
turned up the Qld DNR Pest Facts (Plants and Animals) at
http://www.dnr.qld.gov.au/fact_sheets/pestfacts.html#Declared

Scroll down to Water Lettuce (Pistis Stratiotes) and check out the "fact
sheets" for both Salvinia and Water Lettuce.  
Weevils have been used to control both.

Salvinia has ruined the outflow ponds from Lake Corella at Clem Walton
Park 970km East of Mount Isa)
No longer is it a haven for the water birds.
At Lake Moondarra it almost got out of hand until a "bug" was brought in.
