As a diagnostic feature of a Forest Kingfisher is the white "dollar" marks in the  wing, seen in flight, and as Sacred Kingfishers in certain stages of moult can look very blue without apparent buff on the breast (as I understand on worn plumages the buff markings wear away), I would be reluctant to accept the record of a Forest Kingfisher at either Noccundra in QLD or Ormiston Gorge in near Alice Springs if I was being consulted (which I am not)!
