According to the Ansett Australia holidays web site, you can get a return
flight Sydney-Hobart and 2 nights accommodation package for only A$435
(approx. US$280.)  Presumably the airfare on its own is even less.
(Qantas probably offers similar deals; they usually differ only in their
favoured hotel/motel chains and car hire companies.)

Both Qantas and Ansett have 7-, 14- and 21-day advance purchase discounted
fares with various restrictions.  You could try asking specifically for
flights at the 21-day advance rate - Sydney-Hobart flights are probably via
Melbourne, so you may have been unlucky and chosen days that are already
heavily booked and don't have discount fares available (e.g. around the
Melbourne Cup.)

Both Ansett and Qantas offer Internet booking facilities, as do several
travel agents on-line e.g. www.travel.com.au  Usually you need to register
to use these services, but you can use them to find airfares without having
to book the tickets (or pay ISD telephone rates.  :)
