Thanks to Stuart Dashper I got the right end of the stick; my mistake was to
assume that 'finish' was a noun referring to some sort of vegetation and
'dead' merely defined it, and so off I went looking up finish and got to the
dead finish, as it were.

'Dead finish' is defined by the Macquarie as '1 any of a number of
Australian plant species that form inpenetrable thickets, esp. Acacia
tetragonophylla....'

So there you are
