I believe one reason that bounties for foxes etc were dropped was that
they were viewed as valuable income supplements by shooters, who
therefore took great care never to really eradicate the target species,
even if it were possible.
The other reason bounties and shooting haven't worked for foxes is,
according to proverb :"No point in shooting a fox, another will come to
the funeral (and stay)" I.e., as soon as territory is empty another
will fill it.
