Letter-winged Kites

Out and about with my father on the weekend and got to talking about birds
and my sighting of a Grey Falcon, which my father has never seen.

We spotted a Black-shouldered Kite and both checked it.  He then mentioned
he'd never seen a Letter-winged Kite and always checks the BSK, as I do just
in case.

Are there any to be seen in Victoria?  Is there a 'hot spot' for these?  I
understand that they're pretty nomadic and the question may not be
definitively answerable, but I'd like to be able to get him to a spot where
our chances are good of a sighting.
