Scientific names: Puffins and Shearwaters

I note from the field guides that the scientific name of the Puffin is
Fratercula artica whereas the Manx Shearwater is puffinus puffinus.  Can
anyone explain this:  why are shearwaters puffinus and Puffins
fratercula?
