Sounds like sooty mould.  This commonly infects sugary secretions from
plants (including those caused by insect pests such as scales and lerps)
and is usually just cosmetic.  I have some stains on trousers caused by
walking through scrub covered with scale and the mould, so it could easily
colour feathers.

It's a common problem worldwide, and I found plenty of references to it
on the Web.
