I had a quick look at the ABC Web site for the Sooty Shearwater story,
but the nearest I came was this.

I seem to recall the relevant Minister saying only a couple of weeks ago
the Military was subject to even greater environmental constraints that
the public at large ....

       Military mishaps should end Tandem Thrust: Wildlife
       Thursday 13 February, 1997 (11:33am AEDT)

The Wildlife Preservation Society says the United States navy is
behaving too irresponsilbly for the joint U.S.-Australian military
exercise off the Queensland coast to go ahead.

The society's Pat O'Brien says the exercise, Tandem Thrust, should be
cancelled because it poses too many risks to Shoalwater Bay and the
Great Barrier Reef Marine Park.

A U.S. munitions ship ran out of fuel near Magnetic Island and then
accidentally dropped a carton of smoke bombs into the sea off

 Mr O'Brien says these incidents show that talk of the military taking
steps to deal with any potential environmental impact is ridiculous.
