John this may be of partial use!  
 
>Are there any confirmed records of Lesser Black-backed Gull Gull Larus

There are no confirmed records 
 
>Are there any records for Black-tailed Gull Larus crassirostris outside

No there have however been two claims for NSW both of which were proved  
to be Kelp Gulls 
 
>Ditto for Franklin's Gull Larus pipixcan outside NT? 
Yes there are now lots of records. Too many to list in QLD, NSW, WA, TAS  
and possibly more. I could dig out some of these, But I think you will be  
able to find reference to these in the Annual Reports such as the NSW FOC  
one by ALan Morris. (I do not remember any for the NT) 
 
>And Sabine's Gull Xema sabini outside Qld, NSW and WA? 
There have been four records that I am aware of  
2 off Wollongong NSW, 1 off PORTLAND VIC, and one for DARWIN, NT 
 
>What other vagrant gulls have occurred? Where? 
There is one confirmed record of a Black-headed Gull from Geraldton WA 
and three records of Laughing Gull. Two from Cairns and one from Tasmania 
although I am cannot remember if this last one has been confirmed 
 
These notes are from memory, but it helps being on the RAOU rarities  
committee. Are you preparing a State checklist perhaps?
