Time expansion to frequency division conversion

bats with those recorded in frequency division. Does anyone know of a
 software program that will convert my 'time expanded' signals (in *wav
 format) into a frequency division format (zero crossing with some sort of
 amplitude information). 
 
 Any help would be much appreciated
