 Dear Recipient - 
 
 This email is to let you know that ONR is re-advertising the position
 of Marine Mammal Program Manager.  The closing date for the current
 solicitation is May 31, 2002 (see attached information, below).  While
 ONR had a good response to the first call for applicants, our final
 selectee decided to remain in their current position, and rather than
 simply go back and re-examine applications that are now somewhat
 dated, ONR decided a re-announcement of the position was warranted.
 
 ONR has historically played an important role in the advancement of
 marine mammal science.  As a community of scientists with shared
 interests we owe it to ourselves to play an active role in the
 development of ONR programs that advance scientific knowledge relevant
 to our interests.  The job is tough, demanding, and probably more
 'high-pressure' than many other jobs within our chosen profession.
 However, the potential to have far-reaching and powerful positive
 impacts on your professional community and our shared goals more than
 compensates for the challenges, in my opinion.  If this sounds like an
 opportunity that appeals to you, I encourage you to apply.
 
 There has been some confusion in our rather small and tight-knit
 marine mammal community about the purpose of this new position at ONR.
 The purpose is not to replace the current program manager (that's me).
 I will be here at ONR for at least another year or more, although I
 expect to move on at some time in the not-too-distant future.  The new
 position will also NOT be an assistant position.  The new Marine
 Mammal S&T program officer will be given direct management
 responsibility for approximately half the programs (and funds)
 currently in the ONR MM Program, and a co-equal voice in shaping the
 overall program direction.  The exact division of labor will be based
 on the combined strengths and interests of the incumbent (that's me),
 and the new program manager (that could be you).  Opportunities for
 additional program growth look good, and the new program officer would
 have the opportunity to grow the program in new directions that you
 see as important.
 
 Why is ONR interested in having two Marine Mammal program officer
 positions at ONR?  My vision when I solicited the creation of this
 second Marine Mammal Program Officer position at ONR, was that we
 would be able to maintain experienced staffing to maintain continuity
 of funding and participation in ongoing activities, but that we would
 also be able to bring in, on a regular basis, new expertise and new
 perspectives.  In October, 2004 I will have been at ONR ten years, and
 I think that is just about long enough for me to have become a little
 (or maybe more than a little) out of touch with all that is exciting
 and new in our field.  At that time I would like to leave the program
 in the hands of an experienced program leader (that could be you!),
 and clear the way for a new program manager whose skills and interests
 will compliment the skills and interests of the incumbent, as well as
 the changing needs of ONR, the U.S. Navy, and our society in general.
 
 The ONR Marine Mammal program is a growing program, funding
 top-quality, leading-edge research in a wide range of marine mammal
 science topics.  Program emphasis is determined to some extent by the
 interests and expertise of the program manager, but current topics of
 interest include underwater acoustics, hearing and hearing-mediated
 behavior, biosonar, swimming and diving behavior/physiology, immune
 system function and marine mammal health, and advancement of tag
 instrumentation (both telemetric and recoverable) along with other
 technologies for remote sensing of marine mammal biology/ecosystem
 dynamics.  ONR's goals are to stimulate new, promising areas of
 science that will empower the Navy and others to do their jobs more
 effectively, including maintenance of a healthy ocean environment.  If

 general and the Marine Mammal S&T program in particular, please don't
